On August 7, 2017, New York State Police from the Brewster barracks arrested 44-year-old Christopher C. Osborne, Jr., of Pawling, New York, following a Putnam County Court indictment filed on July 31, 2017. Osborne is charged with Aggravated Vehicular Homicide, Aggravated Criminally Negligent Homicide, Manslaughter in the 2ndDegree, Aggravated Vehicular Assault, Vehicular Assault in the 1st Degree, Vehicular Manslaughter in the 2nd Degree, Assault in the 2nd Degree, and Vehicular Assault in the 2ndDegree, all Felonies.
On April 29, 2015 at approximately 3:55 p.m., Troopers responded to a two-car personal injury auto collision that occurred on State Route 22, just north of State Route 311. A 2003 GMC pick-up truck, operated by Christopher C. Osborne, Jr., then age 42, was traveling northbound on State Route 22. A 2015 Subaru Forester, operated by Mario L. Riccobon, then age 65, of Carmel, was traveling southbound on State Route 22. An investigation revealed that Osborne crossed over the double yellow lines into the southbound lane and struck the Subaru head-on. A passenger in the Subaru, 63-year-old Jean Riccobon, of Carmel, was pronounced dead at the scene by Transcare Ambulance. Mr. Riccobon was transported to Danbury Hospital with serious injuries.
Osborne was evaluated by a Drug Recognition Expert following the crash and it is alleged that he was impaired as a result of drug use. A blood test determined that Osborne had been under the influence of Morphine at the time of the collision.
Osborne turned himself in to police on August 7, 2017 and was arraigned before Putnam County Court Judge James Reitz. The defendant was remanded to Putnam County Jail in lieu of $100,000 cash bail or bond.
