Naugatuck Chamber of Commerce Names Ion Bank President /CEO Charles Boulier III Winner of Lewis A. Dibble Award

The Naugatuck Chamber of Commerce announced that Charles J. Boulier III, president and CEO of Ion Bank and its parent company Ion Financial, MHC, will be the 2016 recipient of the Chamber’s Lewis A. Dibble Sr. Award.

The Lewis A. Dibble Sr. Award is presented each year in recognition of an individual’s outstanding contributions to business and the socioeconomic well-being of Naugatuck.

Mr. Boulier will receive the award on Wednesday, January 11, 2017 at the Crystal Room at 98 School Street in Naugatuck during the Chamber’s Annual Meeting. The meeting will begin at 5:30 p.m. with cocktails with the awards program and dinner at 6:30. For the past 39 years, this annual celebration dinner and presentation of the Dibble Award has grown to become one of the most prestigious business events in the Naugatuck community.

In addition to Mr. Boulier receiving the 2016 Dibble Award, the Chamber will celebrate the success of its 2016 programs and vote in two new incoming members of its board of directors, Kevin McSherry of  McSherry Law Office and Timothy Carr of Nobis Engineering, Inc.

Lewis A. Dibble founded the Naugatuck Chamber in 1921, and since 1976 the Chamber has honored his leadership by recognizing a key leader in the local community. Past Dibble Award recipients include William Calderara (2015), Naugatuck Chamber Chairman Ronald Pugliese (2014), Mayor Robert Mezzo (2013), David Prendergast (2012), Laurie Yelding (2011), Thomas Sarracco (2010), John Roman (2009), Harry Cashin (2007), Rocco Corso (2006), Terry Barber (2005), Rebecca Zandvliet (2004), John Ford (1995), Robert Sutherland (1997) and Frederick D. Zonino (1992).

Waterbury native Charles Boulier joined Ion Bank, formerly Naugatuck Savings Bank, in 2004 as executive vice president and chief financial officer. In 2009, he was elected president and director of Castle Bank & Trust, which merged into Naugatuck Savings Bank. He has also served as vice president, treasurer and director of Nutmeg Financial MHC. Previously, he was senior executive vice president, treasurer and CFO for American Financial Holdings from 1993 to 2004; and senior vice president of Finance and Investments at Centerbank from 1981 to 1993.

Mr. Boulier, a chartered financial analyst, received his MBA in Finance from the University of New Haven, an accounting degree from Bryant College, and attended Naugatuck Valley Community College. He is president of the Ion Bank Foundation and chairman of the American Savings Foundation and America’s Mutual Banks. He is also a board member for the Waterbury Regional Chamber, United Way of Greater Waterbury, Saint Mary’s Hospital Foundation and Vantis Life Insurance Company.

Additionally, he serves on the United Way of Greater Waterbury 2016 Campaign Committee, the Investment Committee of the Connecticut Community Foundation, and the Finance Committee of St. Margaret Church. In 2010, he was named the United Way Naugatuck & Beacon Falls Campaign Coordinator of the Year.

A graduate of Holy Cross High School, Mr. Boulier currently resides in Wolcott with his wife, Beth. They are parents of two children, Caitlin and Charles IV, a daughter-in-law Katherine, granddaughter Madeleine and grandson Charles.
