Hope Not Handcuffs Hudson Valley launched on the steps of the County Courthouse beneath a vibrant blue sky. Sheriff Robert L. Langley, Jr., Chief Kevin Owens of the Kent Police Department, Chief Michael Cazzari of the Carmel Police Department and Officer in Charge Larry Burke of the Cold Spring Police Department along with Annette Kahrs, Program Director, Marie O’Connor and Kristin McConnell, both of the Prevention Council of Putnam County, and PCSO Chief of Staff Beth McKinney and many of the volunteer angels celebrated this unique resource.
Hope Not Handcuffs is an initiative started by Families Against Narcotics (FAN). It is aimed at bringing law enforcement and community organizations together in an effort to find viable treatment options for individuals seeking help to reduce dependency with heroin, prescription drugs, and alcohol. It is a solution.
