Man wanted in Connecticut on Hit-N-Run Charges arrested by Putnam Deputy

 On February 8, 2020, at approximately 4:36 p.m., Putnam County Sheriff’s Deputy Kevin Osika was on patrol when he observed a vehicle commit traffic infractions near the intersection of Route 292 and Harmony Road in the Town of Patterson. Deputy Osika conducted a traffic stop of the vehicle and a check of the driver’s license revealed that the driver, Marcellus Ferrell, 32, of Patterson, was wanted in Connecticut for a “hit and run” accident involving serious injury or death.

Additionally, a check of the vehicle’s registration revealed a suspension for an insurance lapse. Deputy Osika took Ferrell into custody and transported him to the Town of Carmel Justice Court where Ferrell was issued an appearance ticket for the VTL charges which were to be filed in the Town of Patterson Justice Court. Carmel Town Justice Daniel Miller then arraigned Mr. Ferrell as a Fugitive from Justice on the Connecticut Warrant and remanded him to the Putnam County Correctional Facility to await a County Court extradition hearing on February 10, 2020.

On February 10, 2020, Ferrell was formally arraigned in Putnam County Court by the Honorable James T. Rooney. At that time, he waived the extradition hearing and agreed to be extradited to Connecticut. Mr. Ferrell was remanded back to the Putnam County Correctional Facility to await pick up by the Connecticut State Police.
