New Castle Storm Recovery: 3,261 Households in the Dark, Erroneous Text from Con Ed, Cooling Center, Chappaqua Library Reopens!

As of 5PM the Town of New Castle has 3,261 households without power, out of a total of 6,800 households. According to Con Edison’s own records, 73% of the customers affected by this storm are still out of power and 55% of your total New Castle residents are without power. Yesterday, Con Edison reports that 1,036 customers (households) were restored in New Castle. There is more work yet to be done, but this progress gives us some hope at a time when things were looking bleak.

When Will My Power Be Restored? (ETR)

The Estimated Time to Restore (ETR) in New Castle was revised to Monday, 8/10 at 11PM. Unfortunately, yesterday New Castle residents received an erroneous text from Con Edison claiming that power would be restored by 11PM on 8/6. This mistake resulted in a lot of false hope and dashed expectations. Con Edison has acknowledged and apologized for their mistake.

I further understand from many of you that you received text messages today stating that your power was restored when it was not. I have pleaded with Con Edison to stop sending out erroneous information. It undermines our confidence in Con Edison and increases our frustration. Please remember to report, re-report, keep checking the outage map, and keep the pressure on Con Edison. Do not assume that they know about your outage! We’ve been burned in the past and have learned that we must be our own advocates. 
 
According to Con Edison, ETRs may change based on the damage that crews see as they arrive on the job. In fact, as I was editing this newsletter, I learned that many residents were hearing that their ETRs were downgraded to Tuesday 8/11 at 11PM.  We know that these estimates are often little more than “best guesses” – please continue to plan for a prolonged outage.

There are currently 66 roads that are fully or partially closed – almost all of these roads are closed due to downed wires or trees resting on wires. As a reminder, our DPW cannot remove trees that are touching wires. That work must be performed by Con Edison.

Cooling Center at the New Castle Community Center Saturday 8/8 from 9AM-5PM

The Community Center on Senter Street in Chappaqua will be available as a cooling center (and a place to charge your devices and access WiFi) from 9AM – 5PM on Saturday 8/8. Anyone entering the building will be subject to a temperature check. Masks and proper social distancing are required. Capacity is limited due to COVID-19. If we reach capacity we ask that residents limit their time to 1 hour to ensure that everyone has an opportunity.

Chappaqua Library Reopens!

The power has been restored and the Chappaqua Library is now open to the public with limited hours and restrictions. Curbside pickup six days a week will continue. 

Public hours are: Tuesdays and Thursdays 11 am – 3 pm and Wednesdays   2-6 pm

Please observe the following: Each patron will have a maximum of 30 minutes in the library; No more than 25 patrons can be in the library at one time; All patrons MUST wear masks, per New Castle Town Ordinance; Patrons must use hand sanitizer (provided) upon entering the building. Other restrictions include: No seating; No computers; No meeting rooms; NO RESTROOMS.

The Children's Room remains closed but new materials will be available to browse in the main part of the library. All events and programs will continue virtually. We are available by phone and email during our regular hours.

Cut and Clear and Restoration Crews in New Castle

In the newsletter yesterday, I explained that Con Edison typically works in two separate phases: first, they cut and clear trees, re-open roads, and de-energize wires; second, they begin restoration of power to residents and businesses in our community. Yesterday our urgent request was that Con Edison run both phases concurrently, rather than waiting for all cut and clear work to be completed before beginning restoration. Con Edison responded favorably.
 
Cut and clear crews continue to work with DPW to remove trees, re-open roads, and de-energize wires.
The top priority continues to be addressing hazardous locations and re-opening roads for residents along with police, fire, and emergency vehicles. In addition to the cut and clear crews, Con Edison sent restoration crews to New Castle: 2 overhead crews and 3 non-overhead (service) crews.

Countywide Con Edison Updates


Today at 11AM, Town Administrator Jill Shapiro and I participated in the daily Con Edison Municipal Call. The following are the updates from Con Edison:
  • 68,000 customers are without power Countywide. At this point 55% of customers in the County with outages have been restored. Yesterday a total of 25,000 customers were restored. Con Edison’s goal for today is to restore 15,000 additional customers. 
  • 105 Critical Customers (nursing homes, hospitals, etc.) are still out of service. 
  • 303 roads closures were addressed Countywide, with 265 still pending. 32 municipalities have road closures pending, including New Castle.
  • There are 33 cut-and-clear crews Countywide; we have two in New Castle. The priority is opening the roads and the critical customers.
  • In terms of staffing, there are 400 line personnel working today on restoration activated – most of these are mutual assistance. 475 additional line workers will arrive today and tonight. There are also 100 service personnel in the field and 130 tree personnel, with 70 more tree workers arriving today.

Cell and Internet Service Outages

Many residents have asked about cell and internet service. The issues are widespread, and not limited to New Castle. Cell service is impacted by the Con Edison outages. This is for two reasons. First, the wires are on the same poles, and Con Edison is the first company that needs to respond with cut and clear and restoration activities before the other providers can respond. Second, the cell towers themselves rely on Con Edison for electricity. They have limited battery/generator backup.
This remains a major topic of conversation among all local governments in Westchester. Here is the latest information:

Cooling Center at the New Castle Community Center Saturday 8/8 from 9AM-5PM

The Community Center on Senter Street in Chappaqua will be available as a cooling center (and a place to charge your devices and access WiFi) from 9AM – 5PM on Saturday 8/8. Anyone entering the building will be subject to a temperature check. Masks and proper social distancing are required. Capacity is limited due to COVID-19. If we reach capacity we ask that residents limit their time to 1 hour to ensure that everyone has an opportunity.
 

Chappaqua Library Reopens!

The power has been restored and the Chappaqua Library is now open to the public with limited hours and restrictions. Curbside pickup six days a week will continue. 

Public hours are: Tuesdays and Thursdays 11 am – 3 pm and Wednesdays   2-6 pm

Please observe the following: Each patron will have a maximum of 30 minutes in the library; No more than 25 patrons can be in the library at one time; All patrons MUST wear masks, per New Castle Town Ordinance; Patrons must use hand sanitizer (provided) upon entering the building. Other restrictions include: No seating; No computers; No meeting rooms; NO RESTROOMS.

The Children's Room remains closed but new materials will be available to browse in the main part of the library. All events and programs will continue virtually. We are available by phone and email during our regular hours.
