HARTFORD, CT – In a significant step toward improving healthcare access and affordability for Connecticut families, State Senator Tony Hwang (R-Fairfield) today helped lead the Senate’s bipartisan passage of Senate Bill 10, An Act Concerning Health Insurance and Patient Protection. This comprehensive and balanced legislation represents a critical compromise—prioritizing both innovative healthcare solutions and cost containment for hardworking ratepayers.
“This bill is a reflection of responsible compromise in pursuit of the greater good,” said Senator Hwang. “It brings together diverse perspectives to address the complex challenge of rising healthcare costs, while safeguarding innovation, protecting patients, and respecting the financial burdens placed on families and employers.”
SB 10 introduces several forward-thinking reforms, including:
- Containment of certain excessive healthcare costs and strengthened regulatory oversight of insurer practices.
- Mandatory reporting from health carriers on mental health and substance use disorder treatment, with significant penalties for non-compliance.
- Expanded use of step therapy protocols for chronic illnesses like Multiple Sclerosis and Rheumatoid Arthritis, allowing cost-effective yet clinically appropriate treatment paths.
- Prohibitions on arbitrary restrictions for essential services, including anesthesia and medically necessary care.
- A benchmarking system to track cost drivers and tie rate filings to actual affordability metrics.
Another key element of SB 10 is greater transparency for hospital-based outpatient facility fees, requiring upfront disclosure, Medicare comparisons, and clear patient rights to fee reductions.
“This is about putting patients first—arming them with information, preventing surprise bills, and creating an environment of fairness and transparency,” said Senator Hwang. “Our goal is financial relief through smart reform—not one-size-fits-all mandates, but targeted policies informed by data and driven by compassion.”
Senator Hwang praised the collaborative spirit that made SB 10 possible, noting that meaningful reform can only be achieved through constructive dialogue and shared commitment.
“This legislation proves that when we work together—across the aisle and in good faith—we can deliver solutions that make a real difference in people’s lives,” he said. “I remain committed to a healthcare system that is affordable, accountable, and puts patients at the center of every decision.”
