New Canaan Board of Finance Approves New Sewer Charges

Legal Notice - Notice is hereby given that the Board of Finance of Town of New Canaan, acting as the Town’s Water Pollution Control Authority, held a Public Hearing in accordance with Connecticut General Statutes Section 7-255, on Tuesday, June 11, 2019, at 7:00 p.m. in the Town Hall Meeting Room, Town Hall in New Canaan for the purpose of affording the general public and sewer users ofNew Canaan an opportunity to be heard concerning proposed new flat-rate sewer charges.  

The Board of Finance approved the proposed new flat-rate sewer charges at its regular meeting immediately following the Public Hearing and the schedule of flat-rate charges, as adopted, was filed with the Town Clerk on Wednesday, June 12, 2019. Sewer user bills will be mailed to sewer users prior to June 30, 2019, and will be payable between July 1 and July 31, 2019. Information about the new sewer charges is available on the Town’s website at www.newcanaan.info/sewerfee

Pursuant to Connecticut General Statutes Section 7-255, any appeal from this decision to Superior Court must be taken within twenty-one (21) days after filing of the approved schedule of flat-rate charges with the Town Clerk.

Information Regarding New Sewer Charges

The Board of Finance of the Town of New Canaan, acting as the Town’s Water Pollution Control Authority, on June 11, 2019 approved a change in the method of charging for sewer use from the current ad valorem sewer tax to a tiered, flat-rate sewer fee system as follows, effective July 1, 2019, except as noted below:
For Residential properties, the new flat rates will be phased in over three years in FY 2020, FY 2021 and FY 2022, according to the following schedule, subject to annual increases, if any, in FY2021 and thereafter based on any increases
in the Sewer System annual operating expenses:
 
Residential: FY2020 FY2021 FY2022
Quartile #1: $ 235 $ 250 $ 275
Quartile #2: $ 350 $ 370 $ 385
Quartile #3: $ 550 $ 570 $ 585
Quartile #4: $ 935 $ 835 $ 735
 
Quartiles for Residential properties are based on Assessed Value of property as of October 1, 2018 because the Board of Finance has determined that use of the sewer system by residential users generally correlates with the type and size of residential structure and the typical number of plumbing fixtures and water-using appliances in properties of greater size and value.
 
Quartile #1 applies to single family homes/condos whose Assessed Value is less than $450,000.
Quartile #2 applies to single family homes/condos whose Assessed Value is between $450,000 and $749,999.
Quartile #3 applies to single family homes/condos whose Assessed Value is between $750,000 and $1,299,999.
Quartile #4 applies to single family homes/ condos whose Assessed Value is $1,300,000 or more.
 
Apartments, co-op units and multi-family units will be charged as Quartile #2 sewer users for each unit ($350).
 
For Commercial properties, the new flat rates will be as follows for FY 2020 and subsequent years, subject to annual increases, if any, based on any increases in the Sewer System annual operating expenses:
 
Commercial:
Quintile #1: $ 750
Quintile #2: $ 1,250
Quintile #3: $ 2,500
Quintile #4: $ 3,500
Quintile #5: $ 5,000
 
Commercial condominiums will be charged a rate of $250 per unit.
 
Quintiles for Commercial properties are based on estimated sewer usage considering such factors as building occupancy, density, and the type of activities conducted by the tenant(s), such as food preparation or other water-using operations.
 
Commercial sewer users include business properties, churches, non-profits, schools and municipal buildings. The Board of Finance voted to delay implementation of the new sewer charges to January 1, 2020 for non-profits and churches.
