Consolidated Early Learning Academy THE NEED 

• Original portions of the building date to 1940s 

• Failing systems such as mechanical, HVAC, roof, windows, foundation, and parking lot 

• Does not meet current codes for sound, light, and accessibility 

• Not designed for today's educational program that includes intervention and enrichment 

MULTIPLE OPTIONS CONSIDERED 

Various Capital Projects Estimated Cost to Town: $33,475,000 Does not include disruption or escalation costs 

Alterations to Existing Estimated Cost to Town' $35,818,507 Does not include disruption or escalation costs 

PREFERRED OPTION 

NEW CONSTRUCTION ON MHHS CAMPUS Approximately 44,000 Square Feet 

New Construction: $29,185,907 State Reimbursement: ($10,833,747) 37.2% Estimated Cost to Town: $18,352,160 Unanimously recommended to voters by BoE, BoF, & BoS 

Operational Savings to Annual BOE Budget Estimated Savings: $425,000 / year Plus Capital: $50,000 / year (5 yrs) 

Advantages  

• Most cost-effective use of taxpayer dollars 

• Provides future ready learning environment 

• Combined campus allows for efficient operations and sharing resources 

• Right-sized to projected future enrollment 

• Solves parking lot challenges at current Consolidated School site 

• Includes demolition of current and return to open fields for town use 

• Minimal disruption to student learning during construction

• Condition of building cited by NEASC and Civil Rights Compliance Office 

• Inferior original construction in the 1970s and high operating costs from electric heat • Failing systems throughout the building • Limited ability to support flexible learning

Alterations to Existing Estimated Cost to Town: $68,297,346 Does not include disruption or escalation costs 

PREFERRED OPTION 

NEW CONSTRUCTION ON CURRENT CAMPUS (Approximately 143,000 Square Feet) 

New Construction: $84,214.908 

State Reimbursement: ($22,576,336) 26.8% 

Estimated Cost to Town: $61,638,572 Unanimously recommended to voters by BoE, BoF, & BoS 

Operational Savings to Annual BOE Budget Estimated Savings: $275,000 / year Plus Capital: $125,000 / year (5 yrs) 

New Construction (Consolidated and NFHS): $113,400,815 

Total State Reimbursement: LE3a4._i_o_s11 Estimated Cost to Town: $ 79,990,732 29.5% Reimbursement
