Gov. Cuomo, along with CT and NJ Governors, Require 14 Day Quarantine for All Travelers From High Risk States

Travelers from nine states with significant community spread of Covid-19 are now required to self quarantine for a 14-day period upon arrival in NY, NJ or CT.


New York Governor Cuomo today announced that New Jersey Governor Phil Murphy and Connecticut Governor Ned Lamont have agreed upon a joint initiative that requires all individuals traveling to NY, NJ or CT from states with significant community spread of COVID-19 to quarantine for a 14-day period upon arrival.

This advisory goes into effect tonight at midnight and as of today, it applies to anyone traveling from Alabama, Arkansas, Arizona, Florida, North Carolina, South Carolina, Texas, Utah and Washington. (The list of states will be updated online at NY.gov

Cuomo noted that throughout this entire pandemic, NY has worked closely with neighboring states and will continue to do so because “our tri-state region interconnects, and what happens in New York happens in New Jersey and happens in Connecticut, too. New Yorkers have come together to get the viral transmission rate down and we don't want to see it go up again because people are traveling into the state and bringing the virus with them. We've gone through hell once — we don't want to go through it again.”  He noted that total hospitalizations fell to 1,071, from 1,104 the yesterday. Sadly, 17 people in New York passed away due to COVID-19 yesterday.

Connecticut Governor Ned Lamont, in a statement released earlier today wrote:

"This self-quarantine – effective 11:59 p.m. on Wednesday, June 24, 2020 – applies to any person arriving from a state with a positive test rate higher than 10 per 100,000 residents or a state with a 10 percent or higher positivity rate over a 7-day rolling average.

Connecticut, New York, and New Jersey will continually update and publish on their respective websites a list of states to which the new advisory applies. This information will be updated regularly.

The tri-state measure will use uniform parameters and messaging on highways, airports, websites and social media across the three states. The three states will also ask hotels to communicate the 14-day quarantine to guests who have traveled from one of the impacted states."

New Jersey Governor Murphy issue a statement saying “Over the course of the past few months, our states have taken aggressive action to flatten the curve and beat back the coronavirus,”.

“As a result of our collective efforts, we have low infection rates, falling hospitalizations, and have steadily been reopening our economies. Unfortunately many states continue to have high transmission rates. We are proud to work with our partners in New York and Connecticut on a joint incoming travel advisory to ensure continued progress against this virus and to keep residents of the tri-state area safe.”

In other news Cuomo announced that the MTA Subway system had more than 1 million daily riders yesterday, the highest number since the COVID-19 crisis began. Ridership is still far below its pre-COVID daily weekday average of 7+ million daily riders. “Every single day, every single subway car is disinfected and cleaned, and is just one of the several precautions undertaken to protect the health of passengers”. To that end he said that to make sure that every subway rider has the right tools to combat the Coronavirus, a team of MTA carpenters started building wooden hand sanitizer dispensers by hand and that in less than two weeks, hundreds of the birdhouse-like dispensers have been mounted in 472 subway stations across NYC.

Cuomo noted that social gatherings of up to 50 people will be allowed as part of Phase 4. At this time only the Finger Lakes, Central New York, Southern Tier, Mohawk Valley and the North Country continue trending in the right direction to enter Phase 4 which permits indoor religious gatherings at 33% of capacity, and allows low-risk indoor and outdoor arts and entertainment, film and TV production and professional sports without fans, Currently, gatherings of 25 are allowed under Phase 3.

Malls, movie theaters and gyms are not scheduled to Re-Open in NY anytime soon. Cuomo said these industries are unusually risky from a health standpoint. He noted that the State is undertaking further study to make informed decisions before reopening these businesses.
