Signing up for a library card is free for Norwalk residents, but the Norwalk Library is celebrating by hooking you up with a free gift in addition to your new library card, kids get a "Where's Waldo" minibook and magnifying glass and a Norwalk Public Library recyclable shopping bag for adults.
